lol i was noticing the same thing about where i live...Rochester NY is way below average, and Buffalo NY is way below average (even though we have wicked winters here), but the stretch of land between them (very rural) is higher than average.

There are 6 active volcanoes within 100 miles of my home.
I have had volcanic ash rain down on my head 5 times in 30 years.
Any earthquake that doesnt crack sheetrock, or throw things off shelves isnt worth mentioning here.

I think the map is not very useful. I think that it is not weighted correctly for post SHTF/EOTW. For instance, loser locations would be any of the northern states... Why? The cold can kill you easily. The hurrican states and tornado alley areas should be weighted as poor locations also.
In a post-SHTF/EOTW scenario, the last thing a survivalist needs is 6 months of snow and cold to contend with IN ADDITION to the normal survival obstacles.
Just my 2 cents worth...

I think this map is for the modern man searching for urban safety...

Areas that might have widespread Starbucks closures due to the bad economy (or people getting smart enough not to pay $5 for a cup of coffee with carmel syrup in it...) might be listed as "very dangerous"...
